EQUITY BUILDER PROGRAM (EBP)

EBP Forms, Applications, and Instructions
All applications for the EBP must be submitted electronically through the Bank's online application system by the date and time specified for each round.

The funding round for 2008 has closed. Information for the 2009 EBP will be available in January.

Supporting documentation must be uploaded for each application or — if accompanied by the cover sheet generated upon completion of the online application — faxed to the Bank by the close of the round. No exhibit materials will be accepted after the application deadline, regardless of whether they are uploaded or faxed.

EBP Program Guide and Instructions Manual (EBP User Manual)
This manual covers each step of the process and includes the EBP agreement, the required EBP mortgage and note, and income standards. Screen prints illustrate the various steps from application to enrollment and disbursement.

Next Steps
This document walks members through the process of signing and executing the appropriate agreements, determining income eligible households, and requesting a disbursement of EBP funds. It also provides guidance on acceptable home ownership counseling and anti-predatory lending education.

EBP Transactions Training
This presentation is designed to guide users through the EBP transactions process and includes information on the underlying documentation for enrolling income-eligible home buyers, requesting a disbursement of EBP funds, and closing requirements.

Home-Buyer Enrollment and Disbursement Requests
Once you have been approved to participate in the EBP, all home-buyer enrollments must be submitted online through the Forms and Applications web page. Select the "Equity Builder Program (members only)" link. Once you have logged in, continue to the “Manage My Approved Application/Enrollment” section to submit the enrollment or disbursement request.

The following forms and instructions are required when establishing and calculating a household's income, and when drafting the retention mechanism.

EBP Income Guidelines
These income guidelines/standards must be used by members for the calculation of household income. The same standards are used by the HCI staff to review and approve household income prior to accepting the enrollment of a home buyer.

Members must use this spreadsheet to calculate household income and upload it with the home buyer enrollment.

EBP Documentation Checklist
To assist with a member's review of an enrollment or disbursement, this checklist is used internally by CIMs to verify agreement, enrollment, and disbursement documentation and calculations. It is included here for your use and information.

EBP Mortgage: CT, ME, VT
This Standard Retention Mortgage is for use with properties in Connecticut, Maine, and Vermont. Please use this form in combination with the EBP Standard Retention Note. In Maine and Vermont, the mortgage must be recorded; in Connecticut, both the mortgage and the note must be recorded.

EBP Mortgage: MA, NH, RI
This Standard Retention Mortgage is for use with properties in Massachusetts, New Hampshire, and Rhode Island. Please use this form in combination with the EBP Standard Retention Note. The mortgage must be recorded in all three states.

EBP Standard Retention Note
All six New England states must use this note. In Connecticut, this note must be recorded.

EBP Recapture Payoff Worksheet
Members can use this calculation worksheet to estimate the payoff requirement in the event of a sale of property supported by EBP funds prior to the end of five years. Members are required to contact their community investment manager prior to sale to verify the actual payoff requirement.
