As chief operating officer and chief financial officer, Frank develops, executes, and reports the financial strategy for FHLBank Boston and oversees Bank operations, ensuring efficient business and operational agility. 


Frank began his career with us in 1991 as director of financial analysis and within four years was promoted to treasurer, leading a department that plans and executes financial investment, funding, and hedging strategies. In 1999, he was promoted to chief financial officer, adding accounting and financial reporting to his areas of oversight, and assumed the additional role of overseeing our Housing and Community Investment department in 2020. Most recently in early 2022, Frank added the title of chief operating officer to his role.  


In addition to these critical responsibilities, over the course of his career, he has overseen asset-liability management and credit risk management. Frank’s strong belief that affordable housing is a prerequisite for individuals and families to have healthy, stable lives has led to his successful oversight of the Housing and Community Investment department and is demonstrated on a daily basis at the Bank. 


Laser-focused on our financial objectives, Frank has a deep understanding of how economic cycles can affect not only our bottom line, but also those of our members and has the foresight to position us for stability and success so we can provide reliable liquidity and funding to our members. 


Frank serves on the board of directors of the North Shore Community Development Coalition in Salem, Massachusetts, which develops and manages affordable housing, provides a variety of community support services in the communities it serves, and has established the Punto Urban Art Museum, a mission-driven art program with the goal of breaking down invisible socio-economic barriers. He also serves on the board of directors of the Lynn Shelter Association, which provides emergency and family shelter and supportive services in Lynn, Massachusetts.   


Additionally, Frank regularly joins colleagues for iCycle, an annual fundraiser for HomeStart, a Boston-based homelessness prevention organization.  He is a member of the Economics Leadership Council of his alma mater, the University of Maryland.


With bachelor’s degrees in business and economics from the University of Maryland, Frank earned an MBA in finance from Northwestern University’s Kellogg School of Management.
