Mortgage Partnership Finance® (MPF®) Fall 2026 Newsletter
We hope you find the insights, resources, and updates in this newsletter exclusively for FHLBank Boston Participating Financial Institutions (PFIs) to be informative, timely, and valuable. And, we invite you to share it with colleagues at your institution who may also benefit from the information it contains.
Credit Enhancement (CE) Model Change
The MPF Program has implemented an updated model for calculating the Credit Enhancement (CE) Obligation. This update may result in a significant reduction in your CE Obligation going forward.
PFIs will continue to use the CE Estimator found in eMPF® to access CE requirements. The tool will feature a simplified interface with fewer inputs.
The following have been removed from the CE Estimator:
- Principal, Interest, Taxes, and Insurance Amount
- Total Other Debt
- Total Number of Borrowers
- Self Employed
- Total Monthly Income
Additionally, MPF Announcement-2026-43 includes information about three new fields that are not part of the CE Estimator but will be required in the Loan Presentment process. Please review the announcement and let us know if you have any questions. Please note that PFIs that use the Submit Batch process will not see any changes to their submission process.
MPF Service Center
PFIs are encouraged to submit MPF Guide and program-related questions through the MPF Customer Service Portal, which provides a convenient way to track inquiries and related responses in a centralized location.
The MPF Service Center is available to assist with questions regarding MPF Guide requirements, program processes, and operational procedures. However, as a reminder, please note that the Service Center cannot provide underwriting guidance, determine loan eligibility, or approve pre-purchase waivers or exceptions. PFIs remain responsible for assessing loan eligibility and ensuring compliance with all applicable MPF Program requirements.
Access to the Customer Service Portal is available to all users with current eMPF access. If you do not have access, please contact your institution’s MPF Security Administrator for assistance.
Security Administrators
Security Administrators play an important role in maintaining MPF Program access by ensuring user delegations are current for staff who use eMPF, eMAQCSplus® or the MPF Customer Service Portal.
Some forms or delegations still require a signature and cannot be processed electronically. Those include the MPF Resolution, Post-Closing Information Form, Servicer Information Form, or custody-related delegations. For questions, please reach out to your assigned MPF PFI team member or email MPFInfo@fhlbboston.com.
MPF Office Hours
The MPF team recently completed its Office Hours webinar series, offering valuable insights into key aspects of the MPF Program, from underwriting and delivery to servicing and operational topics.
Keep an eye out for invitations to future Office Hours and, in the meantime, share with us your ideas for topics you’d like more information about. These interactive sessions are designed to provide practical guidance, program updates, and ample opportunity to ask questions and engage directly with the MPF team.
Housing Impact Grids
For PFIs involved in pricing loans, Housing Impact Grids are available across all low-loan balance categories and are designed to provide more favorable interest rates for borrowers with incomes at or below 80% of the area median income (AMI).
If you are using a Product and Pricing Engine (PPE) and do not currently see these grids, please reach out to your PPE vendor for assistance with implementation. Please note that there is a validation process at the time of funding to verify that a borrower’s income is at or below 80% of AMI.
The MPF Program Accepts eNotes
The MPF Program supports the delivery of eNotes, providing PFIs with an electronic mortgage solution that can help streamline the closing process. If your institution is considering implementing eNotes, please reach out to the MPF team to obtain the readiness checklist and brief application to help ensure a smooth transition.
