FHLBank Boston Welcomes New 2023 Board, Advisory Council Members

FHLBank Boston is pleased to welcome new members of the board of directors and the Advisory Council in 2023.

More About the Board of Directors and Advisory Council:

FHLBank Boston conducted an election to fill one member directorship in New Hampshire, one member directorship in Vermont, and two independent directorships, each with a four-year term commencing on January 1, 2023. The following directors were elected:

  • Kevin D. Miller, chief operating officer and chief financial officer at Profile Bank in Rochester, New Hampshire, was elected as a member director representing New Hampshire.
  • Caroline R. Carpenter, president and chief executive officer at National Bank of Middlebury in Middlebury, Vermont, was elected as a member director representing Vermont. 
  • Duncan Barnard, chief internal auditor of CLS Bank in New York, New York, was elected as an independent director.
  • Robert Tourigny, executive director of NeighborWorks Southern New Hampshire, in Manchester, New Hampshire, was elected as a public interest independent director. 

FHLBank Boston's board of directors is comprised of professionals with experience in financial services, housing and community development, and real estate within the six New England states. The board includes member and independent directors who are elected by members to serve four-year terms. The entire board list is available here

The following individuals were appointed to the Advisory Council:

  • Daniel Brennan, director of the Maine State Housing Authority in Augusta, Maine 
  • Jeanne Cola, executive director of Local Initiatives Support Corporation – Rhode Island, in Providence, Rhode Island

The Advisory Council consists of professionals from community nonprofit and for-profit organizations actively involved in providing or promoting low- and moderate-income housing and community lending in New England. The Council includes two representatives from each of the six New England states along with at least two rotating seats that are filled from among the six executive directors (or their designees) of the six state housing finance agencies or the six state departments of housing and/or community development.
